Rinse 300g of long-grain white rice under cold running water, swirling it gently for 2–3 minutes until the water runs completely clear. Bring 500ml of well-salted water to a rolling boil in a medium saucepan, add the rice, and stir once. Reduce the heat to its lowest setting, cover tightly, and cook for 18–20 minutes — resist the urge to lift the lid — until every drop of water is absorbed and the grains are tender and fragrant with a faint nuttiness.

While the rice cooks, make the chimichurri. Finely mince 6 garlic cloves and combine them in a bowl with a generous handful of chopped fresh cilantro and parsley (leaves and tender stems). Stir in 3 tablespoons of olive oil, 3 fl oz of fresh lime juice, and a generous pinch each of salt and black pepper. Mix well and leave to rest for at least 15 minutes so the flavours meld — the result should be herbaceous, bright, and punchy, with garlic warmth balanced by citrus snap.

Dice the red bell pepper into neat 1cm cubes, finely chop 200g of red onion, and cut 400g of Roma tomatoes into rough chunks, discarding any watery seeds. Keep these vegetables separate and at the ready — slice the tomatoes last to prevent excess liquid from softening the other vegetables before assembly.

Pat 1.5 lb of beef sirloin thoroughly dry with paper towels — this is the secret to a proper crust — then season both sides generously with salt and black pepper. Heat a cast-iron or heavy stainless-steel skillet over medium-high for 2–3 minutes until you can feel the heat radiating off the surface. Add a drizzle of olive oil, lay the steak in the pan, and sear undisturbed for 4–5 minutes per side until a deep mahogany crust forms and releases easily from the pan. Rest on a board for 5 minutes, then slice thickly against the grain so each strip is juicy and tender.

In a small saucepan, melt 2 tablespoons of butter over medium-low heat until foaming. Add 1 cup of frozen peas straight from the freezer and stir gently for 3–4 minutes until heated through and tender, seasoning with a pinch of salt and pepper. The peas should glisten with butter and hold a vivid, jewel-bright green — a sign they are perfectly cooked without losing their sweetness.

Fluff the cooked rice with a fork and divide it among four bowls to form a warm, generous base. Fan the sliced sirloin across the rice, then nestle a mound of buttered peas alongside. Scatter the diced bell pepper, red onion, and tomato evenly over each bowl, and finish with 2–3 generous spoonfuls of chimichurri, letting it pool into the rice and cascade over the meat. Serve immediately while the rice is still warm and the colours are at their most vivid.
